The three ways a damper fails
It seizes, it warps, or it loses its seal. A seized damper will not move at all, and the usual cause is corrosion at the pivot after years of humid air passing over bare metal. A warped damper moves but no longer sits flat, so it looks closed from below while leaving a gap along one edge. A damper that has lost its seal moves freely and sits flat, but the metal to metal contact has pitted enough that air passes anyway.
The three feel very different from the handle. Seized is obvious. Warped usually shows up as a handle that reaches the end of its travel early, or that needs force in one direction and not the other. Lost seal feels completely normal, which is why it is the one that goes unnoticed for years.
Testing it without any tools
Close the damper, then put your hand up inside the firebox on a day when the air conditioning is running and the outside air is warm. A working damper gives you still air. A leaking one gives you a noticeable movement of warm air coming down, and on a breezy day you can often feel it change as gusts hit the top of the chimney.
The flashlight version is just as useful. Close the damper and shine a light up from the firebox in a darkened room. If you can see daylight around any edge of the plate, the seal is gone. A thin line of light along one side is the classic signature of a warped plate rather than a worn one.
What it is costing you here
In a cold climate an open damper loses heat. In Miami-Dade it does the reverse and loses cooled air, all year, from a house that is being conditioned almost every day. The flue is a vertical shaft open to the outside, so the loss is continuous rather than something that only matters when the wind blows.
The second cost is humidity. Outside air here carries a lot of moisture, and a damper that does not seal lets that air into the firebox and the room. Homeowners often describe it as the fireplace smelling worse in summer, and the smell is real, but the underlying issue is that damp outside air is being allowed in and is picking up whatever is in the flue on the way.
Repair, adjust or replace
A stiff pivot on an otherwise sound plate is often recoverable. A warped plate generally is not, because the metal has moved and pressing it back is temporary at best. When the plate itself is finished, the practical answer on many older chimneys is a seal fitted at the top of the flue instead, which closes the chimney at the point where weather actually enters rather than partway down.
That top sealing approach has a second benefit worth knowing about, which is that it keeps rain and animals out of the whole flue rather than just the lower part. On a chimney that is unused for most of the year, closing the top does more for the condition of the masonry than any repair to the plate at the bottom.
Before you force anything
A seized damper will usually move if you lean on it hard enough, and that is exactly the problem, because what gives way is often the linkage or the masonry the frame is set into rather than the corrosion you were trying to break. A damper frame that has been pulled loose from the surrounding brick is a far bigger job than the one you started with.
It is also worth checking that something is not simply sitting on the plate. Fallen mortar, a piece of a rusted cap, or nesting material can hold a damper as firmly as corrosion does, and none of those need force to resolve. Look before you push.
